Japan’s METI has amended the Export Trade Control Order to add CCS-purpose carbon dioxide-containing gas to the list of exports requiring ministerial approval, implementing the 2009 amendment to the 1996 London Protocol. The Cabinet approved the decree today; it will be promulgated on 19 November 2025 and take effect on 19 January 2026.
