France urges the European Commission to present, by end-2025, an ambitious law to green corporate fleets that incentivises buying electric light and heavy-duty vehicles with high European content. The briefing highlights fleet statistics: corporate light fleets are over half of EU passenger registrations, France fleet renewal averages 4.8 years, 53% of private buyers use used cars, and zero-emission heavy-duty vehicles were 3.5% of new registrations in 2024.

The IPCC Chair opened the First Lead Author Meeting for the Seventh Assessment Report in Saint-Denis, France, welcoming nearly 700 participants and authors from over 100 countries. The assessment cycle includes a Special Report on Climate Change and Cities due in early 2027, Working Group reports starting in 2028, and a Synthesis Report scheduled for late 2029; two Task Force methodology reports are due in 2027.

The London Assembly Planning and Regeneration Committee published a report finding that growing electricity demand — especially from data centres — has contributed to delays in new housing delivery in parts of London and that short-term fixes helped connect over 12,000 homes by early 2025. The report recommends a separate use class for data centres and a dedicated data centre policy in the next London Plan to manage forecasted sector growth of 200%–600%.

The European Investment Bank will lend €600 million to become the largest lender for BC-Wind, a 390 MW offshore wind farm developed by Ocean Winds (ENGIE and EDPR JV), with construction able to start in 2026 and production expected in 2028. The financing is supported by InvestEU guarantees, RePowerEU and TechEU and is part of EIB’s broader €1.7 billion investment in Polish offshore wind this year.

The Global Carbon Council has opened a public consultation on its draft “Methodology for the Production of Low-Carbon Ammonia” (GCCNMT002 – GSC Version Draft V1.0 – 2025). The consultation is open for comments until 25th December 2025 and the methodology includes measures such as a 1% annual downward adjustment, life-cycle leakage assessment, OFBI water safeguards, and alignment with Article 6.4.

SGU has published its first interim report identifying regulatory and knowledge barriers to CO2 storage beneath the Swedish seabed and will deliver annual reports to the government, with a final report due 30 November 2027. SGU also conducts a parallel site-suitability study for southeastern Östersjön and southwestern Skåne due March 2026 and is Sweden’s competent authority under EU Regulation 2024/1735.

The EIB and Crédit Agricole CIB signed a strategic agreement in which the EIB will provide a €500 million counter-guarantee enabling Crédit Agricole CIB to issue up to €1 billion in bank guarantees, expected to mobilise up to €8 billion in investments as part of the EIB’s €6.5 billion wind package. The package is backed by InvestEU and supports targets to add 32 GW of wind capacity toward the EU’s 2030 renewable goals; separate EIB financing items mentioned include €600 million for the 390 MW BC-Wind (start 2028) and a €300 million R&D package for Prysmian (2025–2028).

Climate Impact X (CIX) launched the standardized CP1X-GM spot contract consolidating ICAO-approved CORSIA credits for the 2024-2026 compliance period. The CP1X-GM will feed the CP00002 price benchmark for 2025-2026 and CIX updated its Benchmark Methodology Guidebook to include the CIX CORSIA X Methodology Waterfall.

Researchers at EPFL (LMTS), Empa and CSEM developed a fully compostable, wireless, chipless smart temperature tag in the four-year GREENsPACK project, funded by SNSF and Innosuisse. The printed tag uses zinc resonators and bio-based oils (olive, jojoba, coconut) to trigger irreversible resonance changes when temperature thresholds are exceeded, and the work is published in Nature Communications (2025).

Seven Japanese shipbuilders and shipping companies signed an MoU on December 1, 2025 to establish a standard design framework using MILES to develop initial designs for liquefied CO2 carriers and alternative fuel ships. K” LINE, MOL, NYK, JMU and NSY have decided to invest in MILES to accelerate cross-industry collaboration and promote construction across multiple Japanese shipyards.
