Taiwan proposes tighter cement emission standards
The Ministry of Environment (Taiwan) published a notice on 27 August 2025 proposing amendments to the cement industry air pollutant emission standards.
- Main action: The draft amendment (announced 2025-08-27) will add emission concentration limits for dioxins, 12 heavy metals, hydrogen fluoride (HF), hydrogen chloride (HCl) and carbon monoxide (CO) to the cement sector’s regulatory standards and align control values with the EU Industrial Emissions Directive (IED); the ministry says this will require operators to update or strengthen end-of-pipe control equipment and operational management.
- Background and implementation details: The notice explains this change responds to increases in recycled waste and alternative fuels use (including chlorine-containing wastes), encourages industry source management by establishing feedstock composition screening, usage thresholds and mixing ratios, and provides links to the draft amendment and downloadable attachments for the regulatory text and comparison tables (see attached PDF and gazette links).
