UK publishes Greenhouse Gas Removals business model
The Department for Energy Security and Net Zero has published the Greenhouse Gas Removals (GGR) business model documents and summary (August 2025).
- Published materials: the release includes the Greenhouse Gas Removals Business Model Summary (August 2025), the full-form Greenhouse Gas Removals Contract (‘GGR Contract’) comprising the Front End Agreement and Standard Terms and Conditions, and the GGR Grant Funding Agreement (GGRGFA) Grant Offer Letter and Terms and Conditions; documents reference projects on the HyNet Track-1 expansion Project Negotiation List and note that projects may be partially supported with government grant funding under the GGRGFA.
- Background and supporting items: the British Standards Institution (BSI) published interim quantification methodologies in July 2025 for BECCS and DACCS (referred to as “Minimum Quality Thresholds”) to support negotiations ahead of a full GGR Standard; the December 2023 update includes the indicative Heads of Terms and an ERM independent review of engineered GGR standards and methodologies.
