EU launches CBAM call for evidence 2025

The European Commission (Directorate-General for Taxation and Customs Union) launched a call for evidence on 28 August 2025 to gather stakeholder views on CBAM rules covering methodology for embedded emissions, certificate adjustments for free ETS allowances, and deduction of carbon prices paid in third countries.

  • Main action: Launched a public call for evidence (28 August 2025) requesting stakeholder input on three rule areas: methodology for calculating emissions embedded in CBAM goods, adjustment of CBAM certificates to reflect EU ETS free allocation, and deduction of carbon price paid in a third country; stakeholders are encouraged to provide feedback until 25 September 2025 and a related initiative targets the definitive period starting on 1 January 2026.
  • Background and scope: CBAM currently covers cement, iron and steel, aluminium, fertilisers, electricity and hydrogen; the Commission states the initiative aims to simplify the CBAM Regulation, make it more cost-efficient, provide clarity and legal certainty for businesses, and support Member States in implementation; target audiences include EU-based and non-EU stakeholders, national competent authorities (including customs authorities), and academic institutions.
