Japan and India sign Digital Partnership 2.0 and energy MOUs

The Ministry of Economy, Trade and Industry (METI) announced the signing and exchange of cooperation documents between Japan and India during Prime Minister Narendra Modi’s visit, including the “Memorandum of Cooperation on the Japan-India Digital Partnership 2.0” and a joint statement on clean hydrogen and clean ammonia. METI minister Muto attended the leaders’ meeting and oversaw the exchange of the signed documents in the presence of both prime ministers.

  • Main action: On 25 August 2025 METI signed the “Memorandum of Cooperation on the Japan-India Digital Partnership 2.0” with India’s Ministry of Electronics and IT (signed by METI Minister Muto and Minister Ashwini Vaishnaw). On 25 August 2025 METI and India issued a Joint Statement at the 11th Japan-India Energy Dialogue and signed a Joint Statement on Clean Hydrogen and Clean Ammonia; on 28 August 2025 METI signed a Memorandum of Cooperation on mineral resources with India’s Ministry of Mines (signed by METI Minister Muto and Minister G. Kishan Reddy). The documents were exchanged in the presence of Prime Ministers Narendra Modi and Ishiba on 29 August 2025.

  • Details and scope: The Digital Partnership 2.0 explicitly lists cooperation areas including semiconductor ecosystems, AI (including cooperation in GPAI and multilateral AI fora), digital public infrastructure (DPI), digital talent and startup links, HPC/quantum R&D and cybersecurity/CERT cooperation. The Energy Dialogue confirmed cooperation areas across power/energy efficiency, new and renewable energy, oil & gas, and coal, and signed a clean hydrogen and clean ammonia joint intent statement to promote bilateral cooperation in those technologies.
