E3 announce snapback and UN sanctions reinstatement
France, Germany and the United Kingdom (the E3) announced they triggered the JCPoA “snapback” and that UN Security Council Resolutions 1696, 1737, 1747, 1803, 1835 and 1929 were reinstated as of 20:00 EDT (00:00 GMT) on 27 September 2025.
- Main action: The E3 initiated the snapback on 28 August 2025 under paragraph 11 of UNSCR 2231, starting a 30-day process; the E3 state that the listed UN resolutions were reinstated since 20:00 EDT (00:00 GMT) on 27 September 2025 and they urge all UN member states to implement these sanctions. The statement cites the IAEA report of 4 September 2025 that Iran’s enriched uranium stockpile is 48 times the JCPoA limit and includes 10 ‘Significant Quantities’ of HEU, currently outside IAEA monitoring.
- Background and timeline: The statement references the JPoA (2013) and JCPoA (2015) frameworks, notes the E3 triggered the JCPoA dispute resolution mechanism in January 2020, details offers and negotiations in 2020–2022, a limited one-time snapback extension offered in July 2025 conditional on Iran resuming direct unconditional talks with the United States and addressing HEU, and records the Security Council vote on 19 September 2025 which failed to maintain sanctions-lifting. The E3 say they will pursue swift reintroduction of restrictions and continue diplomatic efforts.
