The UK Science Minister Lord Vallance is leading a UK delegation to Beijing for the 11th UK-China Joint Commission on Science and Technology to agree specific areas for scientific cooperation between the two countries.

Governor Gavin Newsom opened California’s COP30 visit in Brazil, urging global investors to back clean energy and framing subnational climate action as the defining economic opportunity of the 21st Century.

The Honourable Julie Dabrusin, Minister of Environment and Climate Change, will lead Canada’s delegation at COP30 in Belém, Brazil (Nov 10–21, 2025).

• Lead of Delegation and Canada Pavilion: Minister Julie Dabrusin will head Canada’s COP30 delegation; Jeanne-Marie Huddleston is Canada’s Chief Climate Negotiator. Canada will host the Canada Pavilion at COP30 with 60 events scheduled to showcase Canadian-led dialogues and convene bilateral meetings, high-level roundtables, and whole-of-society events.

• Endorsements, initiatives, and finance: Canada endorsed the Belém 4x Pledge on Sustainable Fuels, the Declaration of the Open Coalition on Compliance Carbon Markets, joined the Coalition to Grow Carbon Markets, and endorsed Brazil’s Call to Action on Integrated Fire Management and Wildfire Resilience. As current chair of CREWS, Canada is hosting the launch of the CREWS 2030 Strategy (aiming toward universal early warning coverage by 2027 under the UN Early Warnings for All initiative). Since 2015 Canada has provided over $8.7 billion in international climate finance (cited alongside the global US$100 billion goal); this support is expected to reduce or avoid 514 megatonnes of emissions by 2050 and help 14.3 million people adapt.

Parliament and Council negotiators agreed to simplify EU common agricultural policy (CAP) requirements, reducing administrative burdens and clarifying environmental rules.

• Main action: Provisional agreement by MEPs and the Danish Presidency to simplify CAP during the current programming period; key changes include land arable status maintained from 1 January 2026 without mandatory ploughing, organic-certified holdings (and in-conversion parts) will be deemed to comply with several GAEC obligations (subject to Member State limits), the defended “once-only” on-the-spot inspection principle (no more than one official check per year), and raised ceilings for small-farm support to €3,000 annual and a €75,000 one-off business development payment.
• Background and next steps: Agreement responds to the Commission’s CAP simplification package (presented 14 May 2025) and strategic dialogue recommendations; the provisional deal affects more than nine million farmers from 1 January 2026, was negotiated using Parliament’s simplified procedure, and now requires formal approval by both Council and Parliament before entry into force.
