Canada to lead delegation at COP30 in Belém, Brazil

EU negotiators agree to simplify common agricultural policy rules

Parliament and Council negotiators agreed to simplify EU common agricultural policy (CAP) requirements, reducing administrative burdens and clarifying environmental rules.

  • Main action: Provisional agreement by MEPs and the Danish Presidency to simplify CAP during the current programming period; key changes include land arable status maintained from 1 January 2026 without mandatory ploughing, organic-certified holdings (and in-conversion parts) will be deemed to comply with several GAEC obligations (subject to Member State limits), the defended “once-only” on-the-spot inspection principle (no more than one official check per year), and raised ceilings for small-farm support to €3,000 annual and a €75,000 one-off business development payment.
