EU reviews International Digital Strategy progress one year on

The European Commission and the High Representative report progress implementing the EU International Digital Strategy one year after its adoption.

• Main update: The Joint Communication adopted on 6 June 2025 and supported by Council Conclusions on 20 November 2025 has led to expanded digital partnerships (Digital Partnership Councils with Japan, Republic of Korea, Singapore, Canada; ongoing work with India and Brazil), concrete agreements such as an Administrative Arrangement on Advanced Electronic Signatures and Seals with India (January 2026), the pilot European Legal Gateway Office in India (February 2026), and the scheduling of the third EU-India Trade and Technology Council ministerial on 15 July 2026.
• Implementation & projects: The Strategy has spurred Global Gateway flagship investments (e.g., Blue Raman 11,700 km submarine cable from Italy to Mumbai; an EU-LAC BELLA supercomputing network linking 7 EU and 7 LAC HPC centers; Nigeria’s Project Bridge 90,000 km fibre backbone), rollout of the EU Tech Business Offer (events in Jakarta on 5 May 2026 and Brussels on 21 May 2026), and expansion of cooperation on AI, HPC, semiconductors, secure connectivity, cybersecurity, and digital governance across partner regions.
