China issues carbon peaking action plan for 15th Five-Year Plan

China’s State Council has announced an action plan for carbon peaking during the 15th Five-Year Plan period (2026-2030).

• The plan sets targets for 2030: 17% reduction in carbon dioxide emissions per unit of GDP from the 2025 level and a 25% share of non-fossil energy consumption.
• It covers five areas, including energy structure optimization, green and low-carbon industrial development, zero-carbon parks and factories, and the green and low-carbon transformation of computing infrastructure; the plan also calls for stronger laws, standards, carbon accounting, financial backing, and market-based mechanisms.
