MISO’s Issue Submission Report on “Generation and Load Alignment” says it is “proposing a new process that aligns large load studies with the generation needed to serve those loads,” and that doing so will “apply consistent assumptions, reduce timing mismatches, and produce more optimized network upgrades — while maintaining reliability” (MISO). The filing also ties the effort to “Generator Interconnection and GI Queue, MTEP or Transmission Study, BPM,” indicating a policy/process change affecting large-load interconnection and planning/cost allocation (MISO).

NYISO reports that developers submitted 16 transmission proposals and that it “recently recommended two,” with one segment “recommended” and another “approved” and both “expected to enter service by late 2023.” NYISO also says the completed projects will bring “1,000 MW of new transfer capability” to the bottlenecked area, and notes that offshore wind interconnection will need “a closer examination of specific proposals to interconnect projects.”

PJM Inside Lines reported that PJM is adding a new Manual 14G for “Interconnection Requests and PJM Queue Position,” and that the draft language covers “System Impact Study costs, transition queue language, expedited/combined study requirements, and the FERC Order 807 requirements for multiple entities connecting behind a single point of interconnection.” The article also says PJM is “striving to improve transparency in the planning process while not revealing proprietary information.”

ERCOT’s 2016 Resource Adequacy page says the Texas PUC and ERCOT Board were “evaluating possible approaches to encourage new generation development within the ERCOT region to maintain adequate capacity reserves,” and that the section included “materials with the PUC’s review of the reliability standard for the ERCOT region” (ERCOT).

ISO New England’s transmission operating agreement amendment is a policy filing that, among other things, imposes a five-year cost-allocation moratorium: during the “Moratorium Period,” neither the PTOs nor ISO-NE may file to modify the ISO OATT cost-allocation rules for generator interconnection upgrades or new transmission facilities. ISO-NE also states that it will administer interconnection requests and studies under the ISO OATT and related agreements.
