    FERC said in Commissioner Chang’s concurrence that it is initiating section 206 proceedings on large loads, and that the resulting tariff reforms “could significantly change how loads procure, use, and pay for transmission service.” FERC also launched an inquiry into “the risk of undue cost shifting among transmission customers” and preliminarily found that RTO/ISO tariffs lack “clear and consistent provisions” requiring evaluation of alternative transmission technologies for large-load requests.
