Council Annex amending Latvia Recovery and Resilience Plan

The General Secretariat of the Council has circulated an annex amending the Council Implementing Decision approving the assessment of Latvia’s Recovery and Resilience Plan.

• Background and specifics: The annex operationalises measures including the transfer of EUR 41,278,441 to ALTUM for a housing Facility, an industrial park investment target of EUR 85,000,000 from private operators, and the REPowerEU chapter totals (EUR 141,555,190). It lists concrete infrastructure targets (e.g. 60 MW BESS in Rēzekne, electrified rail lines, grid capacity additions) and requires entry into force of legal acts, procurement milestones and certificates of completion as conditions for payment.
