Croatia updates climate and digital tracking plan

The European Commission has issued an updated staff working document on the climate tracking and digital tagging of Croatia’s recovery and resilience plan, accompanying a proposal to amend the Council Implementing Decision approved on 28 July 2021.

• The document updates the climate tracking and digital tagging methodology application for Croatia’s modified recovery and resilience plan under SWD(2026)253 final and COM(2026)420 final.
• It lists revised measures across sectors including energy, transport, water, justice, health, education, broadband, and AI infrastructure, with budgets shown in EUR mn; the text also notes that REPowerEU reforms and investments are not counted toward the digital target requirement.
• The table includes multiple named measures such as Voluntary contributions to the EuroHPC Joint Undertaking for AI Gigafactory or equivalent AI infrastructure (EUR 39 mn) and Strengthening the transmission and distribution capacities of the electricity network (EUR 99.5 mn).
