EU adopts common sustainability rating scheme for data centers

The European Commission has issued annexes to a draft Commission Delegated Regulation establishing a common Union rating scheme for data centers.

• The annexes define energy efficiency classes based on PUE and water efficiency classes based on WUE, and set out the label fields and reporting indicators for data centers.
• The text also amends Delegated Regulation (EU) 2024/1364 to add definitions and methodologies for LEEF, flexibility to the grid, waste heat reuse ready, and reporting of renewable and nuclear energy consumption.
• This is a formal regulatory annex package dated 21 September 2026 from the European Commission to the Council of the European Union.
