EU Council amends Malta recovery and resilience plan

The Council of the European Union has approved an amendment to Malta’s recovery and resilience plan, replacing the annex to the 5 October 2021 implementing decision.

• Malta submitted an amended recovery and resilience plan on 26 June 2026 due to objective circumstances; the Council decision updates 20 measures under the Recovery and Resilience Facility.
• The amended plan includes changes to green, digital, transport, justice, education, labour market, health, and energy measures, including a scaling up of C7-I1 Investments in distribution centers and cables.
• The estimated total cost of the amended RRP is EUR 329,083,116; Malta’s allocated financial contribution is EUR 328,230,928.
• The green contribution rises from 62.0% to 63.6%, while the digital contribution declines from 26.9% to 26.0%.
