The European Commission has proposed a Council Implementing Decision to amend Croatia’s recovery and resilience plan.

  • The proposal updates Croatia’s Recovery and Resilience Plan (RRP) under Regulation (EU) 2021/241, following Croatia’s 9 July 2026 reasoned request citing objective circumstances and partial non-achievability of some measures.
  • The amended plan covers 34 measures, includes corrections of clerical errors, sets Croatia’s amended RRP cost at EUR 9,961,398,190, keeps the Union financial contribution unchanged at EUR 5,786,544,628, and reduces loan support to EUR 4,174,853,562.
  • The text also notes changes to green and digital allocations, including a 37.00% climate-related share and 21.84% digital share of the total allocation.
  • Among the measures mentioned are hydrogen, alternative-fuel transport, electricity grid transmission and distribution, ports, broadband, justice IT infrastructure, schools, and a voluntary contribution to the EuroHPC Joint Undertaking for an AI Gigafactory or equivalent AI infrastructure.
