PJM Board directs actions on reliability and large loads

PJM has announced new actions to address resource adequacy, affordability, and the rapid growth of large loads on its grid.
- The PJM Board of Managers directed PJM to file two proposals with FERC: a Reliability Backstop Procurement to attract more generation and a separate filing for an operational tool to manage Large Load growth while preserving reliability during shortages.
- PJM said it expects initial bilateral contract matches in August, plans a one-time procurement from Sept. 30 through Oct. 21, and aims to release results in early December before the 2029/2030 Delivery Year capacity auction; it also proposed a $555/MW-day cap on accepted supply offers.
- The board said new Large Loads are forecast to grow by 70 GW by 2038, while about 15 GW of generation has retired since 2022, and noted a 6,831 MW shortfall in the 2028/2029 capacity auction.
