PJM directs reliability backstop procurement and load registry

PJM’s Board of Managers has announced a decisional letter directing PJM management to file Reliability Backstop Procurement and Interim Resource Adequacy Service measures with FERC by the end of July 2026.
- PJM will create and maintain a Large Load Registry and require Electric Distributors to provide information to improve load forecasts and administer the new reliability programs.
- PJM will begin a Reliability Backstop Procurement in September 2026, targeting the 2028/2029 capacity shortfall, and will require an Interim Resource Adequacy Service for new Large Loads that do not bring sufficient capacity by June 1, 2027.
