UK guidance on managing cloud technical lock-in

The UK Government Digital Service and Central Digital and Data Office have published guidance on managing technical lock-in in the cloud. It is an informational policy/guidance article, not a product or deal announcement.

• Published on 17 December 2019 and last updated on 3 September 2026; the guidance explains how organisations should balance value vs portability when using public cloud services.
• Recommends monitoring a cloud portfolio through a Cloud Center of Excellence (CCoE), using open standards, open source, and infrastructure as code where possible, and planning for exit strategies and switching costs.
