Vietnam report urges distributed AI policy and investment

Access Partnership has published a report arguing that Vietnam should accelerate distributed AI adoption to meet its national AI goals.

• The report says Vietnam aims to become a top 4 ASEAN and top 50 global AI power within four years, but warns that AI inference demand could grow 30x by 2030 and create an 85% shortfall if met by data centers alone.
• It estimates distributed AI could add up to USD 30 billion in annual economic value by 2035, while requiring about USD 5.2 billion in incremental investment from 2026 to 2035; the report also cites Vietnam’s AI Law (March 2026), Decision 21/2026/QD-TTg, Resolution 70, and APEC 2027 as policy and coordination touchpoints.
