UK TRA recommends anti-dumping duties on Chinese biodiesel
The Trade Remedies Authority (TRA) has published its Statement of Essential Facts recommending ad‑valorem anti‑dumping duties on biodiesel imports from China.
- Proposed measures and timeline: TRA published the SEF on 22 August 2025 proposing ad‑valorem duties of 15.68% for the Zhuoyue Group and non-sampled cooperating exporters and 54.64% for all other exporters; the products covered are biodiesel fuels (FAME and HVO) used in pure or blended form for road transport fuel in the UK. Stakeholders may submit comments or additional evidence via the TRA’s online TRS by 22 September 2025.
- Investigation background and status: The investigation was launched on 05 June 2024 following an application by the Renewable Transport Fuels Association (RTFA) on behalf of UK producers; the SEF sets out the TRA’s intended recommendation (it is not a final decision) and states the Economic Interest Test supports applying measures to counter dumping and material injury to UK producers.
