Brazil institutes National Ocean Without Plastic Strategy 2025–2030
The President of Brazil, Luiz Inácio Lula da Silva, signed the decree instituting the National Ocean Without Plastic Strategy (Enop) for 2025–2030, published 2 October 2025.
- Main action: The decree establishes Enop (2025–2030) to guide and coordinate public policies for the prevention, reduction and elimination of plastic pollution in the ocean, implemented through a federal action plan to be prepared under the coordination of the Ministry of Environment and Climate Change and agreed with the Ministries of Science, Technology and Innovation; Fisheries and Aquaculture; and Development, Industry, Trade and Services. The federal action plan must be launched within 90 days from the decree’s publication.
- Implementation and scope: Enop calls for collaboration of governments, private sector, civil society, scientific community and local communities, foresees technical cooperation agreements and public-private partnerships (national and international), emphasizes the valorization of waste pickers and seeks to expand access to financing for measures on production adjustment, reduction, reuse, recycling and environmentally appropriate final disposal of plastics.
