New York's two data-center thresholds: 25 MW for tariffs, 20 MW for the moratorium

New York opened a statewide proceeding to rewrite how very large electricity users connect to the grid, and the docket is now active. On February 12, 2026 the Public Service Commission instituted Case 26-E-0045, titled “Proceeding on Motion of the Commission to Address Interconnection Reforms for Large Loads.” The order directs the major utilities to file tariff amendments for prospective customers with load demands of 25 MW or larger. The order states that, as of February 2026, 11.9 GW of load in the NYISO interconnection queue is attributed to future large-load projects, with more than 8.3 GW entering in 2025 alone. A separate moratorium bill moving through the Legislature uses a different 20 MW trigger, so the two thresholds are adjacent but not interchangeable.
