Inside Arunachal's Rs 9,129 crore grid scheme and its new 33 kV Basar and Khonsa assets

Arunachal Pradesh Deputy Chief Minister Chowna Mein said on July 18, 2026 that three assets under the state’s centrally funded grid-strengthening scheme had been charged: the 33 kV Khonsa–Khonsa line, the 33 kV Basar–Tirbin line, and the 33 kV Basar substation. The underlying programme is the Ministry of Power’s Comprehensive Scheme for Strengthening of Transmission & Distribution Systems in Arunachal Pradesh and Sikkim. Its cost was revised from Rs 4,754.42 crore to Rs 9,129.32 crore, with completion targeted for March 2027. These are 33 kV district-level sub-transmission assets serving Khonsa, Basar, and Tirbin load pockets, not large transmission nodes tied to a data-centre corridor.

• Scheme scope adds 70 new 33/11 kV substations totalling 420 MVA – the revised Arunachal scope lists 56 units at 2x2.5 MVA and 14 at 2x5 MVA.
• Basar carries a new 132/33 kV substation of 15 MVA – the scheme document lists Tirbin as a 33/11 kV substation fed from the Basar 132/33 kV node over a 35 km line.
• These 33 kV upgrades improve district-headquarters reliability, voltage support, and feeder resilience around Khonsa in Tirap and Basar and Tirbin in West Siang.
