Commission proposes amendment to Slovenia RRP adding AI infrastructure

The European Commission has proposed an amendment to the Council Implementing Decision of 28 July 2021 approving the assessment of Slovenia’s Recovery and Resilience Plan (RRP), following a reasoned request from Slovenia to adjust measures that are partially no longer achievable and to reallocate freed resources to new measures including AI infrastructure.
- Main action: The Commission proposes to amend the Council Implementing Decision to reflect Slovenia’s amended RRP, affecting 26 measures (one partially no longer achievable due to contract withdrawals, one delayed due to procurement, one affected by lower absorption capacity, and 21 measures amended to simplify implementation) and to add two new measures: C7-IO and C7-IOL (“Voluntary contribution to the EuroHPC Joint Undertaking for AI Gigafactories or equivalent AI infrastructure”). The request from Slovenia was made on 26 May 2026 and the Commission document was received 18 June 2026.
- Financial and procedural details: The amended RRP’s estimated total cost is EUR 2,082,352,849, while the EU financial contribution remains EUR 1,612,948,340 (unchanged). Loan support of EUR 468,836,849 remains unchanged. The Commission assessed the amendments against Article 19(3) of Regulation (EU) 2021/241 and finds the amended RRP still meets assessment criteria; the Annex to the original Council Implementing Decision of 28 July 2021 will be replaced in full.
