Croatia recovery plan adds green digital and social measures

The document is an amending Council Implementing Decision annex, not a standalone first-time corporate announcement. It updates Croatia’s recovery and resilience plan and sets milestones, targets, and financing arrangements.

• The annex adds and updates reforms and investments across green transition, digitalisation, transport, water, social welfare, health, education, and REPowerEU measures.
• It includes multiple quantified financing items and commitments, such as EUR 277,398,368 equity injection into HBOR, EUR 133,214,015 for defence and security investments, and EUR 39,000,000 to the EuroHPC Joint Undertaking.
