Environment Agency updates climate change agreements manual

The Environment Agency has published an updated Climate Change Agreements Operations Manual and supporting documents, including a new version for the scheme launched in January 2026.

• October 2026 update: the agency says the newer manual reflects the new CCA scheme rules, including a new target methodology and facility-level reporting.
• The update also adds new reporting requirements, compliance guidance through eligibility reviews, and non-compliance details; it removes several older workbook tools and introduces a new consolidated target reporting template.
