The European Commission has published its 2026 Staff Working Document on Türkiye as part of the EU enlargement package, assessing Türkiye’s progress across political, economic, legal, climate, security and sectoral chapters.
- The report says accession talks remain at a standstill, cites continued backsliding on democracy, rule of law and fundamental rights, and records some progress in areas such as energy, transport, science and research, and digital transformation.
- It includes first-time or recent policy references such as Türkiye’s Artificial Intelligence Action Plan, Climate Law implementation, 2026-2030 AML/CFT strategy, and multiple 2025-2026 institutional updates, alongside detailed statistical annexes and policy recommendations.
- Monetary figures highlighted include EUR 12.5 billion for refugee support since 2011, EUR 6.9 billion justice budget in 2026, USD 1.9 billion privatisation receipts in 2025, and EUR 6.37 billion in official development assistance in 2025.
