EU committee advances climate, defence and simplification files

The Permanent Representatives Committee held a summary record of its meetings on 30 September and 2 October 2026, covering agenda-setting, preparations for Council meetings, and several legislative and foreign affairs files.

• The Committee adopted the agenda, approved “I” items, and prepared or advanced multiple Council files, including ETS review, COP 31 preparations, simplification of environmental legislation, EU-Canada summit, and annual defence readiness report.
• It also agreed mandates or approvals on several legislative acts and decisions, including speeding-up environmental assessments, defence readiness projects, defence investments, intra-EU transfers and defence procurement, and Cloud and AI Development Act (CADA); the record is a meeting summary, not a first-time policy announcement.
