EU Council Financial Activity Report 2025: Budget and Implementation

The General Secretariat of the Council (GSC) has published the Financial Activity Report 2025 for Section II (European Council and Council) of the EU budget.

• Main announcement: The GSC reports the overall 2025 EC/C budget was established at EUR 714.3 million (an increase of EUR 37.4 million / +5.5% versus 2024), with salary-related expenditure EUR 473.4 million and non-salary expenditure EUR 240.9 million; the report also records an overall budget implementation rate of 96.7% and appropriations carried over to 2026 of EUR 86.7 million.
