The European Commission’s Directorate-General for Taxation and Customs Union has published guidance on importing electricity and natural gas under Centralised Clearance for Import (CCI), standardising procedures previously applied differently by Member States.

  • The guidance explains how CCI works with Entry in the Declarant’s Records (EIDR) for electricity imports, including authorisation alignment, declaration and supervision measures, and the fact that no presentation notification is required at release for free circulation.
  • It also covers CBAM compliance for electricity imports from third countries, including authorised CBAM declarant status, CBAM account number validation, quantities for explicitly allocated transmission capacity, and the distinction between customs transit and electricity in transit; publication date is 6 November 2026.
