Finland recovery plan adds data center tax break

The Council has circulated an annex amending Finland’s recovery and resilience plan, updating reforms, investments, milestones, and funding allocations under the RRF and REPowerEU.
- The annex sets a new electricity tax rate for data centers over 5 MW at 0.05 cent/kWh, down from 0.69 cent/kWh, and also lowers industrial electricity tax while phasing out energy tax refunds for energy-intensive industries by 2025.
- It includes Finland’s broader recovery plan measures on clean energy, industrial decarbonisation, digitalisation, healthcare reform, and REPowerEU, with the estimated total cost of the plan given as EUR 1,949,227,000 and the REPowerEU chapter at EUR 127,090,000.
