Michigan commission seeks comments on utility performance incentives

The Michigan Public Service Commission has announced multiple regulatory actions, including a new comment period on its Reliability-Plus utility performance incentive initiative and several separate rulings on energy, telecommunications, and utility cost recovery matters.

• The Commission released a straw proposal for the second phase of Reliability-Plus, seeking feedback on refined metrics, scorecards, and performance incentive mechanisms tied to utility reliability, customer outcomes, and safety; initial comments are due Oct. 1, 2026 and reply comments by Nov. 5, 2026.
• It also referenced the earlier 2025 approval of up to $10 million in incentives or penalties for DTE Electric and Consumers Energy, approved a $600.5 million securitization settlement for DTE Electric that is projected to save customers $62.5 million, and approved other orders on Public Act 235, rate-case process changes, telecom service cessation rules, storm-cost deferrals, and Consumers Energy service connection fees.
