Netherlands recovery plan adds green, digital, housing reforms

The Council has published an annex to an amending Implementing Decision on the Netherlands’ recovery and resilience plan, setting out reforms, investments, milestones, targets and related funding for green transition, digital transformation, housing, labour market, health, tax, and REPowerEU measures.

• The annex describes new or updated milestones and targets for Dutch reforms and investments, including energy taxation, CO2 levy for industry, offshore wind, hydrogen, AI, rail digitalisation (ERTMS), public information management, housing supply, healthcare capacity, and anti-money laundering.
• It includes concrete financial and quantitative commitments such as EUR 200,000,000 for offshore wind landing-site mitigation actions, EUR 1,417,054,120 for the REPowerEU chapter, and targets like 605,320 energy-savings interventions, 90,000 new dwellings, 330,000 documents on the Open Government Act platform, and 20 AI projects.
