Parliament committee to oversee MDDA, USAASA, USAF, BBI in Gauteng

The Portfolio Committee on Communications and Digital Technologies will undertake a three-day oversight visit to Gauteng from 27-29 January 2026 to assess the Media Development and Diversity Agency (MDDA), the South African Universal Service and Access Agency (USAASA), the Universal Service and Access Fund (USAF) and Broadband Infraco (BBI).

  • Oversight visit dates: Tuesday, 27 January 2026; Wednesday, 28 January 2026; Thursday, 29 January 2026. Location: Gauteng.
  • Day-by-day agenda (selected):
    • 27 Jan 2026: Visit MDDA — focus on governance, compliance and risk, labour relations, operational and financial oversight (recruitment, procurement, financial management).
    • 28 Jan 2026: Visit USAASA & USAF — focus on governance and institutional stability, financial management and audit outcomes, USAF programme delivery and asset management, audit action plans/expenditure registers.
    • 29 Jan 2026: Visit BBI — focus on financial status, governance and audit outcomes, sustainability/turnaround measures, staff engagement, SA Connect programme, and a walkabout at the Network Operations Center to assess infrastructure and operational readiness.

  • The visit is undertaken under the committee’s constitutional mandate to exercise oversight over entities reporting to the Department of Communications and Digital Technologies.
